In recent decades, information technology has become increasingly accessible and complex, but despite initial optimism about its ability to transform society and government, more and more questions have begun to arise about security and how to its use, both by the authorities and by citizens. In 2007, starting from a model of e-government development in five stages (one-way communication, two-way communication, emergence of services and financial transactions, service integration and political participation) we analyzed the performance of all cities in Romania that had an official website. Twelve years later, I resumed my research. Despite the substantial increase in the number of cities that have a web page and progress on all five dimensions of the model used - personal data protection, ease of use, content, services provided and e-democracy - the changes are proving to be only incremental.Referințe
