One of the most controversial policies of the European Union is, most likely, the one concerning the environment. The struggle to improve or, at least, to attenuate the harm that human practices produce in nature, is at the theoretical level, a consensus. Nevertheless, implementing such a policy gives birth to an endless dispute between the voices representing the industrial activities and the nongovernmental organizations. This article focuses on the way the environmental policies evolved over time and the manner in which an agreement between all the involved actors, both at the European and at the international levels can be reached.
