Public administration is a type of organization which was influenced over the years by a number of theories concerning the organizational logic such as: scientific management theories, bureaucracy theory, the paradigm of human resources, organizational sociology, etc. All of these theories have enabled, either the objective-functional dimension, either the subjective one - of the actors involved in the levels of Government, in an attempt to identify a paradigm that meet the realities at this level. The present study aims to identify that paradigm integrating both objective-functional dimension and the subjective-individual one, to provide a more comprehensive analysis of modern public administration.
